Widget explanations that work on touch screens

Information buttons across dashboard and embedded widgets now open accessible popovers instead of hover-dependent tooltips. Explanations for charts, statistics, accounts, filters, mindset, and trade tables are therefore reachable on phones without being clipped off-screen.
